What is Windows mobile 2003?
Can I install it on PPC Emulator?

Windows Mobile 2003 is the name of the platform and comes in two main
flavours Windows Mobile 2003 for Pocket PCs and Windows Mobile 2003 for
Smartphones. There are SDKs available for both and these include an emulator
image.

I don't understand the question. The Pocket PC 2003 SDK includes an
emulator. From Visual Studio you will see additional target devices
available:-
Pocket PC 2003 Emulator
Pocket PC 2003 Phone Edition Emulator
Pocket PC 2003 Phone Edition (Virtual Radio) Emulator

This will allow you to debug your application on the 2003 emulator (which is
running Windows Mobile 2003 for Pocket PCs).
