Windows missing file

i have a Dell Demension 2100 desktop computer. Each time I try to turn the
computer on I get the message "Windows wont start sucessfully" and the shuts
down then turns back on and teh same screen comes up. start windows normally,
safe mode and so on. then again. I called Dell they advised me to call
Microsoft because it looked like a missing file in windows thats needed to
start up. Please assist me in getting this corrected. Email

Teresa, when you get to the menu with Safe Mode can you select it and
will it load WinXP in safe mode? If yes try a system restore from there. Go
to Start>All programs>Accessories>System Tools>System Restore.
