Windows messenger and home networking

Is there any way to restrict Windows Messenger to inside a home network with exposing it to the outside world? I would think if it could operate like the Windows Popup program in Windows 98, that would be do the job

What Windows Messenger program are you referring to? There is the Windows
XP's built-in Messenger Service and Windows Messenger.
