Windows Maximize Setting?

I've read tons of similar posts here and on the web, but no one seems to have
my problem.

Some application based windows, such as Groupwise, will open and then blink
and open to fully maximized. This includes the notification "OK" - "CANCEL"
type popup windows.

Is there a setting I might have accidentally set or something?

Install "TweakUI" if not already done.
