To receive e-mails I have to go into tools and double click the mail server
that I use. Once I do that the e-mails are delivered. Is this something
with the e-mail server or set up of Windows Mail??

Not sure what you are doing because I don't see any place for mail
servers under Tools. Did you mean Tools, Send and Receive, Receive All?

What happens when you click the Send/Recv button on the toolbar?

Yes I have the send, receive, and receive all but I also have my pop server
come up. If I click on the receive it will not bring in new mail, but if I
click on the server the mail comes through. I have no issues with sending
mail just receiving.

Technically, what you are clicking on is called an account.
This makes me wonder if you have the individual accounts disabled.
Go to Tools, Accounts, select the account, Properties. On the General
tab, make sure the bottom box labeled "Include this account..." is checked.
Do this for all accounts, if you have more than one.
