Is there an option in Windows Mail that would turn off automatically reading
the next message in my mail box after viewing a new message? I have seen the
other message many times and do not wish to continue viewing it.

Try the options of preview pane on or off at view>layout.

Or try view>current view>hide read messages?
 
How are you reading the messages, in the preview pane, or by opening
each one in its own window? if the latter, what are you doing after reading
a message, are you deleting it?

Do you keep messages in the message list pane sorted by the 'Received'
date/time?
