While I'm in Windows Mail (not Word or Excel or any other app), my keyboard
strokes such as the "?" comes up as a French character. Does anyone know how
to turn that feature off?

Control Panel | Clock, Language and Region
Is your keyboard properly specified?

Yes, my keyboard language is set to English. Strange! As I mentioned, this
seems to be a problem only in the email client, not Word or any other app.

In that case I don't understand it either.

In Control Panel under Regional and Language Options, what "Current Format
are you using and check under Keyboards and Languages what settings you got.
Good luck

I have the same problem but inverse. My keyboard is set on french and then
suddenly goes into english when using windows mail. This comes very abrupt
from one character to another.
