Such problems are best addressed by the
microsoft.public.windows.vista.mail forum but...
You've run into a known Windows Mail bug.
Microsoft is currently not offering fixes for Windows Mail,
but they have released what they call a replacement known as
Windows Live Mail: http://get.live.com/betas/maildesktop_betas
If you use Norton or McAfee, consider replacing it with AVG or Avast4.
You can empty your junk e-mail folder by selecting one item, them pressing
CTRL+A to select them all and then pressing SHIFT+DELETE.
If you get an error, there is a very simple and easy solution for the
Outbox, provided the user is willing to carefully Read and Follow simple and
easy instructions. http://www.oehelp.com/WMUtil/Default.aspx
If the site is temporarily unavailable, then please wait a while and try
again.
The only other suggestion worked for me, but it takes time. I repeatedly
used the Empty but it only removed a few messages at a time, sometimes only
one. After taking the time, I have not had the problem return.

If you go to Edit | Empty deleted items several times, then it eventually
will empty (some have reported anyway).
I'm considering an addition to WMUtil to handle the other folders, since
this issue hasn't been addressed at all in a timely fashion.
