Is there a way to configure Windows Live Mail to automatically go to
Newsgroups on startup?

Sure.
Your existing shortcut for WLM probably has this path:
"C:\Program Files\Windows Live\Mail\wlmail.exe"
Change that to:
"C:\Program Files\Windows Live\Mail\wlmail.exe" /news

Incidentally, WLM questions should be posted to its own
newsgroup:

microsoft.public.windows.live.mail.desktop

That was just too easy! Thanks.

I've added microsoft.public.windows.live.mail.desktop to the list of
newsgroups I'm subscribed to.
