This could be one of many problems. Are you running antivirus programs, spyware, and adaware? Did you do all the updates before you (wiped ) your hard drive? Are you connected to the internet now and before? Without updating windows and antivirus software you maybe getting a worm or virus as soon as you log on to the internet. This maybe the same problem before and after the (wipe). This could be a hardware problem also. Your power supply maybe going bad, your hard drive, memory or motherboard.
