Windows just keeps restarting

System keeps recycling and restarting even in safe mode.
The following is the screen I get before it restarts
again:
We apologize for the inconvenience but Windows did not
start successfully.

A recent hardware or software change might have caused
this.

If your computer stopped responding, restarted
unexpectedly or was automatically shut down to protect
your files and folders. Chose Last known good
configuration to revert to most recent settings.

If a previous startup attempt was interrupted due to
power failure or because the Power or Restart button was
pressed, or if you aren't sure what caused the problem
choose Start Windows Normally.

Safe Mode
Safe Mode with Networking
Safe Mode with Command and prompt
Last Known Good Configuration (your most recent setting
that worked)
Start Windows Normally

Help please

If you cannot get Windows XP to start up in any mode then you probably
need to do a Repair Install as per the instructions at
http://michaelstevenstech.com/XPrepairinstall.htm

This will preserve your user data files, installed applications, and
program configuration settings. Windows Updates will all have to be
reinstalled.

WARNING::
If your Windows XP CD does not have Service Pack 1 integrated into it
then your computer will be vulnerable to immedate infection by the
Blaster, Sasser and/or other related viruses. Unplug any full time
Internet connection and do not connect to the Internet until you have
at least a firewall in place.

Note:
If your Windows XP is on a "System Recovery" disk provided by the
computer manufacturer, or is in a special "System Recovery" partition
on the hard drive then it probably will not be possible to do a Repair
Install and your only option may be a total wipeout and fresh install
using the System Recovery process. If you have critical data files
that need to be recovered before doing this post a response back here
for advice on how to salvage these files.
