Windows is too large

I have a HP computer. Recently I undertook the
destructive partition based recovery program deleting all
files and then re-installing windows XP. After having
done this in order to remove viruses, worms and free up
space on my hard drive, I was shocked to find only 3 GB
left on my hard drive. I have a 20 GB hard drive of which
5.5 GB is saved for the XP recovery CD's on the computer.
This should leave me with approximately 14 GB remaining
(14.6 GB to be exact). I have searched my hard drive to
see what is using so much space with a program
called 'DISKdata'. I was surprised to find that the
WINDOWS folder uses up 6.5 GB and the document and
settings folder uses up 4 GB. Is Windows meant to be this
is big or has something gone wrong? Here are some folders
inside the WINDOWS folder that are taking up a lot of
space:

C:\WINDOWS\$NtServicePackUninstall$ - 295,164 KB
C:\WINDOWS\$xpsp1hfm$ - 33,376 KB

I know windows can't be this big and looks as if there
are two copies of windows files, one inside the other.

Could someone please help me figure out how to free up
space on my hard drive? I only have around 1 GB worth of
programs and around 2 GB of personal files so could
someone please help?

Of course no one means to do this.
There are files created for Windows to run some functions.
The HDDs today are big enough for this kind of OS to run, so MS designed
Windows to be this kind of OS.
That's it.
Don't worry about it, have fun with Windows.
