Windows Installer

I just downloaded, and tried to install, the Powerpoint
2003 Viewer. I got the warning message that the Windows
Installer (I'm running XP home) could not be accessed,
either because I'm in safe mode (I'm not) or because the
OS wasn't properly installed. Any thoughts?
