Windows Installer starts everytime with Outlook 2003

I upgraded from OfficeXP to Office2003. Now everytime I start Outlook, the
Windows Installer automatically starts.

I don't know what it thinks it needs to install, but it's tough to get
anything done for several minutes.

Other notes- I have applied Office 2003 SP2, no change in behavior noted.
Add/Remove Programs still shows OfficeXP, but won't let me change or delete
it.

additional note: this behavior seems to be limited to Outlook Today. Each
time I go to this page, automatically at startup or manually while running,
Windows Installer startsup. I then either have to be very patient, or hit the
cancel button in dialog box several times.

further investigation shows that Windows Installer is trying to grab the msi
file for Publisher XP - - multiple times.

It previously had access to a copy I put on my hard drive, but after
removing it, I can now see it trying to find this file.

I've tried doing Windows Installer clean-up - but this dead horse keeps
coming back each time I open Outlook Today.

Suggestions???
