Windows installer runs everytime I launch Outlook 2007

Everytime I launch Outlook 2007 it runs the windows installer program. I
will quickly get an error box looking for "OutlookMUI.msi". I can cancel out
of the installer and Outlook will launch.

I have tried to repair it through the add or remove software control panel
but it will not launch. I have also attempted to remove and reinstall but
that hasn't worked either. I can't remove outlook via the add remove control
panel.

This copy of Outlook is part of an Office Basic installation if that helps.

Sounds like the installation was damaged. If you can't uninstall it with
Add/Remove, try using the Windows Installer Cleanup utility to remove the
damaged install so you can re-install with the setup program.

The Cleanup utility should not be used for Office 2007 (it's in the Readme).
You can try a manual removal though;
