Windows Installer problem

Here's a weird one...

I have anew program that I am using frequently...it is installed in my hard
drive. If I click on the icon to open the program, Windows Installer opens
and tries to install another program on my hard drive that is already
installed.

I've removed the new program and re-installed and it still happens. However,
I haven't uninstalled the older program that attempts to re-install. Should I
try that or is this some other issue with Windows Installer? Or should I
uninstall Windows Installer? If the later, is that a program that is readily
available via download when I might need it again?
