windows installer emergency

everytime i try to installl something i get a error message saying"windows
installer cannot be accessed".... please help!

Type" to Manual.

Thanks for the advice, I followed what the websites and i created a new
folder becausef the original path "C:\WINDOWS\system32\msiexec /V" was
missing.Now i get a new message saying "incorrect function". What should i do?
