Windows installer doesnt work

I have transfered my programs using the transfer companion beta. I had to
change the language and locale to US English for that to work. But now lots
of programs fail to open as Windows Installer throws a messge windows
installer coudl not be accessed.
I intsalled the windows iinstaller clean up utility and now i have this
message when i try to open a program...
Cant find script engine 'VBS Script' for script
c:\users\peter\AppData\local\temp\IXP000.tmp\startMsi.vbs

Error "Can't find script engine "VBScript" for script" when installing the Windows Installer Cleanup Utility:

Note that you'll need to open an elevated Command Prompt in Windows Vista, to register the DLL file. To open an elevated Command Prompt, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.

I have got as far as 'run as administator' as suggested but then have a black
text box. Am I supposed to enter something here?

Perhaps you're referring to the Command Prompt window? Yes, simply run the regsvr32 command-line as written in the article.

That problem now resolved - thank you.
Latest problem is I cant install the Office 2003 disk used on my old pc to
my new vista pc. i get the error 'Windows installer could not be accessed'.
I have looked in the erors and problems section system bit on the control
panel - lots of problems but no solutions at all.

Click Start, type "services.msc". You can check the status there.

How do i know if the Windows Installer service running?

Ok, so i found that and it was set to manual - i changed it to automatic, but
office still will not install.
I still get the following errors on start up-
PcSync2.exe failed
Launch Application failed
PC suite stopped working

All because ConAPI.dll not found

i changed it to automatic

Also, click the "Start" button to manually start the service. Note down the error(s) if any.
