Windows installer 3.1 wont install

Greetings,

For some strange reasons, SP2 cannot be installed on a pc. All the MS
updates have been installed beside SP2. When I try to install any new
program I get a Windows installer error. So I reinstalled Windows installer
3.1, rebooted, but the windows installer service won't start. It stays in
manual mode. If I start it I get the error msg 997 or 126. Still can't
install programs such as Windows live messenger and iTunes.

kinda stuck in a rut. How can I uninstall the previous win installer
installation and reinstall the latest version ? Anything that can help will
be appreciated.
