Windows icon and task bar restore!

My dad has been having problems with his computer today. When he started his
computer up it was running different than usual, So he decided that he would
backup his documents in a case of having to Get A new part. So he decides to
restart his computer. When he boots it up, he finds no icons whatsoever and
no blue task bar at the bottom. We have tried making a explorer.exe file in
task manager but it didnt work. Maybe we need to do something else. My dad
needs a lot of help and if you have any idea it would be nice to respond.
