Hello, I am selling my computer and I want to erase all my inforamation from
the hard dri ve..
1. Does anyone know of a program that will erase without taking the
operating system?
2. IF the Windows XP does come off, can I reinstall from the disk that DELL
sends with a new computer?

1) You manually uninstalling each program and erasing each personal
document/file/etc... Also removing all the users, etc.

2) You asked this exact question in another group
(microsoft.public.windowsxp.help_and_support) and my answer is the same...

What your recovery CD(s) do is determined by what you got when the Dell
shipped.

However - in general - yes - that's what they are there for - to RECOVER
your computer to it's SHIPPED state. Depending on when you bought it, that
could mean it will be VERY far behind in patches and possibly - if far
enough - it will be infested with badness the moment it is connected to the
internet if not treated with care.

I already answered your first post. Please don't make multiple posts
about the same subject only a few minutes apart. It fragments the
threads and makes more work for everyone. Apparently you've also
multiposted this numerous time.
