"Windows has blocked some startup programs"??

At boot up I get "Windows has blocked some startup programs" message on my
system taskbar, although when I go to it it shows no programs being stopped?
Also if I immediately click on on it and chose exit my boot up time is much
faster then if I do not... Any ideas what's going on here or how to stop
this?
