Windows gone crazy - please help

Out of the blue, my system started behaving in a weird way: If I have more
than two apps running, or more than two windows open, windows focus will
start to jump thru different windows when I click anywhere on the window I
am working on. For example:

Right now, I have a Control Panel, IE and a compose message OE windows (the
one I'm typing on)
Control Panel and IE are stacked behind this; they are not minimized.
If I try do resize or move this window, when I release the mouse, it gets
shuffled back and Control Panel appears on top.

This happens with all programs, it's driving me crazy.

I have checked through TweakUI that "allow windows to steal focus" is turned
OFF, and X-mouse is disabled. I have also ran a full system scan for viruses
and none were found. No strange services are running.

What else could it be? Any ideas will be greatly appreciated.
 
Is this a laptop?
Have you tried not using group similar to test?
Have you added the Alt-Tab Replacement via XP Powertoys?

If so, go to
Control Panel/Add or Remove Programs/Powertoys for XP/Change or Remove.
Uninstall the task switcher.

And/or Go to Start/Run and type in msconfig. Click the Startup tab and
uncheck startup item taskswitch. After restarting your computer, Windows
reverts back to the classic task switcher.

When a window that does not have focus is updated by its program, the
default setting prevents it from becoming the foremost (top) window,
instead, it flashes in the taskbar.

HeldUp is the easiest way to stop windows from disappearing behind other
