windows freeze in ie and sometimes won't close

Problem started recently. Computer is on a d-link with
comcast. It has become slow, and freezes, and sometimes
popups and windows won't close. I have McAffrey Virus and
have run several complete virus scans. It doesn't find any.
It took me 4 times to open and close ie to get to this
window in order to ask for help!

Help! I'm on an Aptive/IBM Windows 98 version 1 operating
system that came on the computer.
