Everytime i start my laptop up, I have to go to windows firewall and click
the 'on' (recommended) section because on start up it is always on the 'Off'
(not recommended) setting.

How can I set the firewall so that it is always set to on, even when ive
switched my laptop on and off etc

Hello tubelad !

What you are now experiencing is not normal.

Two things can be happening on your computer now :

1) You have another software firewall product. Other software firewalls
automatically turn off Windows Firewall to prevent software conflicts and to
make your computer more secure because it is not recommended to have more
than one firewall. Check if you have other firewall like Zone Alarm , Kerio ,
Outpost or security suits which include hacking/intruders protection such as
McAfee,Symantec Norton,Panda,Kaspersky,Trend Micro ...........
Goto Start->Settings->Control Panel->Add/Remove programs to help yourself

2) You have virus/spyware (malware) that is disabling security softwares and
Windows Firewall. In order to understand if you have malware , scan with
Panda's free ActiveScan online scanner for all kind of threats.
http://www.activescan.com
After the scan is finished, the scanner generates a report. Please , save the
report on your Desktop and then paste it here so we'll understand what
malware you have on your PC. Before scanning with Panda's scanner , goto
Control Panel-> Internet Options and on the"General tabs" delete
Cookies,Temorary files and History.

You can also start performing the malware removal instructions in my
web-site to clean your computer but first post the report
