I have looked for many ways to repair the ICS service with no success. My
re-install disk for XP SP2 didn't even come with an install key, so a repair
is out ofthe question. I did, however, run the D:\windows\winnt32.exe
/unattend program, but I'm still getting the "1075 error The dependency
service does not exist or has been marked for deletion." Would it be possible
to just download a .dll file or something to remake the service?

Try this, Open a Run Command and type or Copy and paste the following:

rundll32 setupapi,InstallHinfSection Ndi-Steelhead 132
%windir%\inf\netrass.inf

Restart Windows, and then run this command (from Command Prompt):

Again Open a Run Command and type:

NETSH FIREWALL RESET

Did you try to turn it from services by typing in the Run command:
services.msc and there look for ICS and enable it.
