Windows Firewall and FTP

Ever since I have installed SP2 and opted to have the Windows Firewall
active, I have not been able to use FTP (port 21) to connect and transmit
data to my remote FTP host. It all works fine if I switch the Windows
Firewall off.

What I want to know is if there is any way to set up the Windows Firewall to
allow me to connect to my FTP host without having to keep switching my
Windows Firewall on & off?

It shouldn't make any difference as the XP SP2 firewall doesn't block
outbound connections. Have you tried using PASV and/or adding FTP to the
exceptions list in the firewall settings?
