Windows Firewall always stops

For some reason lately I noticed that Windows Firewall always stops.
And if I go to the Security Center to try to turn it on, it pops up a box
which says I have to turn it on manually! When the firewall setting box
is displayed, I can't do anything! I can't click on the "On" or "Off"
setting!

What's causing my firewall to be turned off???

Could it be a virus infection? Try the free, online scan at
http://safety.live.com/ It'll tell you it can't run Vista - but click on
Full Service Scan anyway - then accept the dialog to run the Live Care beta
version.
