Windows Explorer won't open Excel

Have a user who cannot open Excel files by double-clicking
in Windows Explorer. Opens file if going through Excel.
Opens Word or other documents fine. XLS file association
looks OK - in fact we deleted it and recreated just to be
sure. Also re-installed Office. When double-click on XLS
file it says that the file or one of its components could
not be found and suggests a security issue. Security is
obviously fine since she can open the file from within
Excel. Admin user can open XLS fine. A user who had
previously signed onto this PC can open XLS fine. A user
who had neer signed onto this PC gets the same error.
Just started happening last week. Was fine before that.
What happened last week: disk error on file server. Disk
has been replaced now, but user's PC still has problem.
This user can sign onto another PC and not have problems.
