Windows Explorer: Showing "Tip of the day" sub window?

Hi,

is there a way to permanently switch on the "Tip of the day" sub
window in Windows Explorer?
It can be switched on using the menu item "View->Explorer Bar->Tip of
the day" but WE does not remember this setting at the next startup so
I have to switch it on every time I start a new WE :(

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=dword:00000000
 
Have you tried that yourself? It is not working for me and regarding
(not only) Microsoft´s documentation on this RegKey, it is not
supposed to save Explorer´s settings but icon positions on the
desktop.
Any other suggestions?
