Windows Explorer Search Engine only searches C:

[hotmilne]

and I don't think it does that efficiently as a search lasts about 2 seconds.
How can I fix this as I have D: and E: drives which I need to search.

Open My Computer to the My Computer folder, and click the search button.
Note where it will search. (assuming you set the Preferences to not use the
search companion)

While this probably isn't broken, just misconfigured, Agent Ransack is an
excellent, fast, and free alternative search utility.
