Windows Explorer - order of files list display

Is there a way in which I can stop windows explorer resorting the file list
of my pictures on the c: drive which I have manually ordered in a sub folder
by unclicking the autoarrange option. However if I switch off my computer and
switch it on the files lose their manually set order. The same thing happens
if I copy the files to a CD.

You are not really going to get much happiness here - especially with
the CD case, since Windows isn't going to remember a specific sort order
for every CD (and its folder hierarchy).

Your best bet is to rename the files in a manner that reflects your
desired order, and which will show them thus in a standard alphanumeric
file sort.
 
An arbitrary order is only saved for a particular Icon style (Filmstrip/Thumbnail/Tile/Icon), and
it's lost if you switch the view to another style. This info is saved in the registry, so there's
no way to transfer it with the folder when copying to CD.
