Windows Explorer missing

I cannot use Windows Explorer normally.
Following start>all programs>accessories>windows explorer produces "empty".
I do have a desktop shortcut to Windows Explorer but this is sometimes
difficult to access, depending on what I am doing.
This is a Dell machine a couple of months old: Dell have shown me another
shortcut to Windows by right-clicking start but suggest 'system restore' to
take the machine back to its state when bought: problem is I have no
quarantee this will provide a fix and will mean re-installing all my
software, including broadband which took hours over a 3 day period on a
premium rate line.
Dell's 1 year guarantee means 30 minutes wait on 'phone, then being charged
for software support if the first techie can't do anything!
Can I move the desktop shortcut to the proper place for Windows Explorer?

First to be more productive enable the Quick Launch bar.

Right Click Start, Properties, Taskbar - check/tic option
box "Show Quick Launch". The default icons will now be
shown on the Left side of the Taskbar. Right Click the bar
and from the context menu uncheck "Lock Taskbar". Now
you can move/add your most commonly used items to it.
You may have to move the border slider to the Right to be
able to add/view new icons.

Right Click an empty space on the desktop, take New -
then Shortcut. In the name type Explorer. Once established
drag the new Explorer icon down onto the Quick Launch
bar. Once you have all your items on the QL bar you can
rearrange them to your liking. Generally, I place the most
frequently used near the end of the listing (Center of screen)
to minimize mouse movements.

Once everything is setup, Right Click the Taskbar and re-tic
the option "Lock Taskbar"
