Windows explorer has stopped working

I downloaded a plugin to watch a video. Consequently a spyware or malware or
virus appeared. I tried to uninstall it when my computer told me I need to
reboot. I did so and the windows explorer has stopped working is restarting
cycle began. How can I fix without using windows? It won't let me access
windows firewall or control panel or any such things. Only programs such as
firefox and mcafee work.

Try booting to Safe Mode and removing it that way.
