Windows explorer connecting to net

One user account on my pc is working normally, click on internet explorer
connect ok. Running processes says iexplore running. On the other account
click on internet explorer firewall asks if 'windows' explorer can connect,
give permission, check processes and windows explorer is running, not
iexplore. If I block windows explorer in this account no internet . How has
Win explorer taken over the internet connection in this account, and how can
I get it back to normal ?

No it isn't. I've got it sorted out now. It needed a registry alteration.
Local
machine/software/microsoft/windows/currentversion/explorer/browsenewprocess.
change it to yes. Thanks for taking the time to reply.
