Windows Error Reporting runtime error

Windows Error Reporting shows runtime error 216 everytime a program crashed.
It cannot send reports to Microsoft correctly.
It will also appear that the error reporting process is completed
successfully.

Searched Microsoft KB and other sites as well, but nothing related to this
problem is found!

Please supply more of the error.
e.g. in the form: runtime error 216 at 00002976

Many runtime error 216 messages used to signify a Trojan, though I
haven't seen one for a few years.

I believe it's not a trojan, as I cannot find any related items mentioned in
the KB article to be removed. I use Windows XP SP2.

Why isn't there a Microsoft page to list down what all the error codes mean?
That can save a lot of trouble.
