If you don't have the encryption certificate(s) for the original user
that encrypted the files or a designated recovery agent to load back onto
the computer, or access to those profiles in a backup before you reinstalled
WinXP so you can extract the certificates, then for all intensive purposes
the files are gone. If you do, yes to any of the above, then research the
Microsoft Knowledge Base, there is an article that explains how to reload
the certificates or if needed how to extract them from a backup of the
profile.
Wouldn't be a good encryption/security software if it had a back door,
now would it?

I hear what the others said as I'm having a problem now with the keys I have,
but one time when I re-installed XP "over" my existing XP, I think it was
actually a repair install I had corrupted files. I WASN'T denied access
because my private key still existed. A Microsoft tech person took a while,
but found this KB which fixed the problem.

NOTE: When I did as #1 says "1. Decrypt all the EFS encrypted files in
Windows XP SP1.", it created problems. Basically, I downloaded all of the
latest updates, then did 2-6.

Note: If you don't have your key, this won't work. If you do still have
your key, before you do anything, export it out to a USB drive or something.

For more general info about exporting and stuff, go here.
