Windows does not properly shut down

When I log off my computer and shut down the system, the computer shuts off
and does not properly shut down. I use the shut down menu on the start tab,
the screen goes blank, then the computer reboots and the active desktop needs
to be reset. While this is not a big problem, it is abnormal and I would
like to fix it.
