windows desktop graphics background

I am unable to set any graphics as a background. Select from included
graphic background does not work. I select a new graphics background and
does not update. I can use solid colors but no graphics for background. I
am sure it is a registry setting but unable to locate how to enable desktop
graphics background.
 
Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.
