windows could not load the installer for Bluetooth

I am unable to install my Bluetooth dongle device...
when i plug it in windows pops up the prompt for new hardware...
it cant find the driver so i show it where the driver is on the cd,
it shows me my device in the "Compatable devices" list i click next.. then i
get a small error box saying:

"windows could not load the installer for Bluetooth. Contact your Hardware
vendor for assistance."

Anyone know how this can be fixed... searching the web returns very little.
