Windows closing on their own

My problem is that the Task Manager, and the Regedit
windows close as soon as I start to click on something to
begin a task, or edit out info of a program uninstalled it
closes the window on its own. I can not seem to figure out
why this is happening.

Also, when I then try to open the Regedit or Task Manager
again, it immediately closes, before I can eve get the
curser to the window.

Any ideas?

And one other thing..can I re-install Windows ( same
version) over the current version of OS without loosing
data????

Sounds like a virus, you may want to clean it off.
