Windows Change Journal !

straightaway question...What is a windows change journal?
Recently, I tried installing Rational Rose Enterprise Edition 2003 on
Windows XP Home Edition with SP2 but the installer exits the wizard prompting
for a message stating that "OS is not supported. Windows Change Journal(Log)
is enabled. Rational is working with Microsoft to identify its rectification".
I don't understand why the people in this world make softwares as they are,
if they are not going to work at all. The installer, as I can guess, checks
for certain OS requirements and then exits with this "journal" error. The
product I have, is a complete Rational Rose Enterprise Suite and there seems
to be no way of getting it installed due to this error. I googled it also but
in vain. As far as I can reckon, it is something related to files database in
windows but not sure. Yet again, why Rational Rose checks for this feature
during install or is it something in conjunction to both Microsoft Windows
and Rational?
Folks, any help would be appreciable !

I have no answer to your "why" question, but I suggest you ask Rational.
They are the one responsible for the software.
