Windows cannot open the User Accounts control panel

I got the laptop from former employer. Used to have a Novell Client, which
has been removed. employer IT told me to replace "GWGina.dll" with
"msgina.dll" in all registry keys. Didn't help - what do I do now?
Eventviewer/System tells me:
Evendt ID: 7000
The NAVAPEL service failed to start due to the following error:
The system cannot find the path specified.
 
Click Start, Run and type Services.msc
Find the service for NAVAPEL and disable it
This is caused by a corrupt or failed install/uninstall of Norton Antivirus.
Try uninstalling norton antivirus and then reinstalling

If no third-party GinaDLL is set, then Windows uses the default GINA.

Thanks - NAV was used by former employer, so it's quite possible they did a
losy uninstall job. No sign of Symantecs or Norton in "Add/Remove programs"
so I guess it's a Registry issue?? I can live with the error - I just thought
it was connected to the fact that I (Windows) cannot open the User Accounts
control panel
 
Thanks - tried the directions in kbid=817142 and deleted the Gina.dll - it
makes no difference...
You or anybody know any other solution to get back the XP welcome screen and
Fast User switching?
 
Fast user switching is only available when not used in a domain environment.
Right click on my computer, select properties, select the computer name tab.
Click the change button and make sure you are a member of a workgroup not
domain.
Use the default workgroup name of MSHOME if you need to.
This should bring back the fast user switching and the welcome screen.
