Windows cannot access the file gpt.ini for GPO

Hello,
I have a user that can log on to our domain. When he tries to access his
email he gets an error message saying unable to open your default e-mail
folders. the server is not available. In his event viewer there is a message
that says that WIndows cannot access the file gpt.ini for GPO CN={ set of
numbers, possibly mac address?} CN=Policies, CN=System, DC=Spectra-gases,
DC=com. The file must be present at the location
<\\spectra-gases.com\sysvol\spectra-gases.com\Policies\{ different set of
numbers\mac address?}\gpt.ini> [Login Failure: The target account name is
incorrect. ] Group Policy processing aborted.
I have deleted entries in AD for his computer name, removed him from the
domain and rejoined it with a different computer name. Nothing works. Any
ideas?

i did the reg edit and tried to stop the workstation and got prompted that it
was going to stop a number of other services. i'm going to wait until after
5:00pm.

OK, i stopped the Server servive with no problem but when i stopped the
workstation service it times out. I checked the event viewer and saw a
Replication of license information failed because the license logging service
on server %server name% could not be contacted. The server it is attempting
to contact was recently demoted from being a DC. How do I stop the new DC
from trying to replicate license info from the old one?
