windows can not find netscape.exe

I am trying to launch readme.html file from a command
window in win2k and I get the above error. I no longer use
Netscape and it is not on my machine.

Thanks.
 
In Explorer, navigate to said file, r-click on it, and select Internet
Explorer to always be used to open it.
