windows 2000

Problems shtting down windows 2000. When I try to
shutdown windows It restarts. I don"t have a virus. this
is new pc . this is the second time this has happened, I
think it's a currupt file but what files controls the
sutdown It not shutdown atleast I can't find it to
replace. Thank you please help if you can.
