Windows 2000 - Windows 2003 Combination/Licenses

I have a client with the following configuration:
1) Windows 2000 Server - running active directory at location A
2) Windows 2000 Server - running active directory at location B
This machine is also running terminal server
3) Windows 2003 Server - running at location B - without active directory
running an accounting application

Can I do the following?
I need to break out the load on the terminal server, so can I do the
following?
1) Add a Windows 2003 Server - running terminal server, but without active
directory?
2) Load balance between the Windows 2000 Server and Windows 2003 Server for
terminal server or can I? Can I just point some users to one terminal server
and other users to the other terminal server?

What kind of licenses do I need for this scenario also?
