Windows 2000 user account cannot open any access database

I've got a user running windows 2000 who has Access 2000 on his computer. We
have a security, .system.mdw, that is used to provide security for an access
database.

The user is unable to any Access database: both secure and non secure. I've
logged onto the users computer under a domain 'user' account and was able to
open Access databases. I also logged into my computer with the user's
account and was again able to open and use Access. So the 'user' account in
and of itself seems ok. It seems like there is a problem with the user
specific files on the user's computer. I also removed Office 2000 and Access
and then reinstalled it, but ran into the same problem.

When you try to open an Access database there is no error displayed. I
also tried to open the security\users and groups accounts, but was unable to
open it. There is some kind of constraint for the user account.

What needs to be done to that the user can open databases?

Access opens, but nothing happens after it is open. Apparently Access is
opening a .tmp jet file in the temp directory and there is a size constraint
