windows 2000 to windows 2000 trust

Does establishing a trust, between two separate Forests,
require direct communication between the PDC emulators or
does any DC to DC (even without any FSMO roles) suffice?

I have a scenario to establish a trust between two
organizations with firewalls, routers, etc.

PDC Emulators have to communicate so far I know. (There may are more than
the PDC Emulator, I think so)
