windows 2000 startup problems

Error: Win2000 couldn't start because the following file
is missing or corrupt: \winnt1\system32\cinfig\systemed

Please help how can I fix this?

Install the recovery console from the CD, then extract the needed file(s)
from the cd to a floppy, then copy the needed files from the floppy to the
hard dist using the RecCon.
